If it is not working well as intended, why not change strategy?
A local grocery store promises a refund of 10cents for every $10 worth of groceries purchased, on conditions that customers BTOB (Bring their own Bag). Effective in reducing the use of plastic bags so far? Think again.
I applaud one furniture hypermart, which (strategy) is to charge customers a sum of money for every plastic bag issued. Effective so far? You bet.
I say, do not give out plastics bags. That is simple. It will eventually cultivate the habit of bringing own's bags when shopping. Lets see which department store is daring to abolish issuing plastic bags to its customers and it shall have my full support. Never mind the initial public critics, these critics are myopic, unless such creatures have chosen to let their future generations suffer from the effects of global warming.

In Melbourne which I visited, plastic bags are given when customers purchase sanitary pads (oh well). It spares ladies the embarrassment of holding it in their hands should they forget to BTOB.
I say, abolish the above exception completely, Sorry ladies, but we do not buy these products as an when required. We plan and buy them in advance, don't we?
I say, perhaps the real exception to give out plastic bags would be when customers buy books/magazines/newspapers, but only when requested, afterall, nobody enjoys reading rain-soaked bulletins.
I say, there is a long list of suggestions of to-dos here, but am not going to elaborate further, unless, of course, I quit my current job and work as some consultant to some department stores.
I say, one year from now, how is this going to progress?
