What time is it?

Today's ride home was a little more interesting than usual. A blind Indian boarded the bus I was travelling on. I could hear him well before I saw him. The walking stick that he was holding went “kok, kok, kok, kok, kok... ...” The blind man sat down directly opposite me. His partner was with him.

For the blind, it is either eyes wide open, if not, eyes wide shut. This blind man I saw had his eyes tightly closed.

There was something about this blind man that caught my attention. Nope, not that he was super good looking. What I observed next made me dropped by jaw in surprise.
My gaze fell onto his wrist. He was wearing a watch! (What the______!)
I blinked twice in disbelief.

Why can't a blind man wear a watch?
I can think of 3 possibilities, all thought of on my way home.

1. Maybe he was trying to be civic-minded. He anticipates somebody will forget to wear a watch. Should someone forget to wear his/her watch, he/she can approach him for the time, “Eh, uncle, what time is it arr?”

2. Maybe, well, if he wants to know the time, he can ask the people around him, “Eh, can you all see my watch and tell me what time is it arr?”

3. Finally, maybe the watch was a birthday gift from his friends. -___-
